Mystery rack brace

72 Pantera 2636 I'm at the end of the tear down and found this modification. (Thankfully the only one) Not sure if it is possible the rack location was tweeked for bump steer?

Can anyone tell me how this brace should be attached ? It seems out of place.
2 holes use rack attachment bolt and the others through the body, 2 holes don't line up with anything. .
