noise under dashboard

Hi, there:
I got the following problem recently on my 1990 MAZDA 929. Whenever the car is beyond 20 mph, there is a boring noise under dash board. I wondering whether there is something wrong with the speedmeter? This problem is more serious during cold whether.
Wish that you can help?
