NV Smog testing....FAIL

Well, I finally got around to getting all my issues sorted out and down to the smog station. Well... it failed dismally on CO, so I need some thoughts and advice on what adjustments I need to make to get the CO emissions down and under 3.5%. I'm running a pretty standard 351C with a 600 cfm Holley carb and MSD ignition. I previously set the ignition timing at 9 degrees BTDC using a strobe and with the vacuum advance plugged.
