Reply to "off center"

I used photoshop to blow up and enlarge the pic so I could use it in the forum. On this car the tire is not centered to the flare.
Just wondering since I have seen a couple like this if there might be a deliberate purpose for installing the flare off center.
or, was this poor judgement on the part of a auto body mechanic?
