It's easy to update an entry at a later time. (Security only allows the submitter to update their entry.)

People do come back to update or correct the little details, or add more photos later, although often people do forget, or procrastinate too.

If everyone waits to add a car, on the thought that some day, some future owner MAY want to add it themselves... then there would NEVER be a Registry - GRIN!

It's easy for someone whose car is already in the Registry to earn access. There are several ways, but it is never easier, and quicker than being the first to add a specific car.
It has already become necessary for someone to check that a car does not already exist, before they begin completing the form.
