Oversteering

I have recently purchased a 1973 Pantera, #5352. A major problem I am having is oversteering as I am cruising down the road, I constantly have to turn the steering wheel left then right to keep the car going straight. Everything outside the steering rack & pinion seems to be tight, could this be internal to the rack & pinion?
