Paint and Powder Coating

I've got a set of front wheels that have been repainted Argent, then cleared, and appear quite original. I purchased another set for the rear that had been powder-coated ALMOST the same shade, but most assuredly "off" in both texture (too smooth) and color.

Question: Can I paint the correct shade OVER the powder coating and expect good adhesion? Any special tips or techniques?
