You can paint over the top of the powdercoat, no problem. First you have to key the surface with Scotchbrite until the whole wheel has a matt finish. Make sure you get into all the little corners. Then thoroughly degrease it with pre-paint wipe.
Then shoot the silver base, then clear coat. Try not to lay the clear on too thick. The more you put on, the easier it chips off. Dont even consider a rattle can.
You will probably not paint the inside of the wheel, but if you do, do not paint the hub mounting surface.
