Thanks, I am asking as a painter suggested the area be painted flat black, which didn't sound right to me.
To be factory spec, is it to be a fairly "rough" application of paint, or smooth and perfect?

There is no access for painting to that area other than through the open of areas the grate above it, is there? (without carving up the car to create access)
