I imagine that when the car was built all the metal in there was clean and paint just was sprayed in. It would be rough, unfinished and not polished.

Do not forget, as most people do, flat black out the pinch weld that holds the underbody to the quarter panels and rocker panel, it runs from front to rear wheel. Also the pinch weld around the front grill that the grill sits on and the grill screws go into , same with the rear end panel that the tail lamps fit onto.
The inner wheelhouses, front and rear are also flat black.
