Doug, innocent bystanders are covered. The insurance company would pay them out, then go after the drunk driver for the damages. In this case, if there was damage to the truck that ran over the GTS, the insurance company would have held the truck driver faultless, paid him out or paid to fix his truck, then gone after the GTS driver to recover the amount paid to the truck driver. It's called being held accountable ($) for your actions.

Are you saying, in the USA, if a drunk driver wraps his Bugatti Veyron around a telephone pole, the insurance company gives him a hearty handshake, then writes a huge cheque to repair the car?
