Registration is the responsibility of the individual state/s, and has nothing to do with the federal govt., per US DOT/NHTSA's chief of compliance.

Furthermore, the US EPA doesn't have authority over any motor vehicle that's older than 21 years, to my knowledge.

This particular Pantera's issues were bumper-related. The Pinzgauer in question is currently being denied registration due to a lack of a Federal Certification Label (indicating FMVSS compliance) on the door. These issues are not EPA-related.
