I would deal with it literally as though they just got caught where they were unable to respond at the time, not that they were unwilling to?

Did you get the cam specs? What I would be looking for would be something like a "300 degree" cam, which would explain the low vacuum numbers at idle. That would be a acceptable explanation to me.

I'm not sure how that would effect the jetting situation though?

I'd have to find an "old time" drag racer and run this all by them.
