Plug fouling

Just finished rebuilding my engine and am having a problem with the plugs fouling. I used AC Rapid fires #1 with no results, also tried #2 with same results. After about 10 minutes of running they would foul and start popping. The motor is a 71 with closed chambers, Kieth Black flat tops (around 10.5-1 compression), Holly 700 dp, on a Edelbrock performer, Hall Big Bore headers and mufflers, and electronic ignition. Checked the timing and was right on, also rejetted the carb. The carb was working fine before the rebuild, and no fouling. Please help. I've run out of ideas.
