Thanks Marlin. I did check each fuse for continuity. Unless there is a random fuse somewhere I haven't found, the fuses are good. I didn't check the spark yet because I became focused on the two thermally related events (the choke not setting and the fan not turning on). The car has electronic ignition so now I am thinking I might have done something to the ignition system since those two thermal sensors seem to be tied into it.
