Mark, to clean out the area under the washer jets take off both the shields at the rear of the front wheel arches. You will then have better access to the panel that runs across to the area. Get a flexible plastic rod and attach a brush and clean away then try a vacuum with a small hose extension. Takes forever, but when happy the majority has gone blow with compressed air. I then soaked the area in cavity wax.
