a) I would expect the new radiator to have a bleeder valve/petcock to bleed air out of the radiator - it should have one.

b) The fitting for a small hose from the upper cooling pipe to the radiator is NOT necessary.

That's all it does, but again, it doesn't really do anything that the tube and radiator hose don't already do.
