Really hard to start 351C

My P-car is very hard to start even when it's not below freezing. The micky-mouse choke that was on it got removed as it was not really doing much. The carb is a Holley 750cfm. I know a real choke might help but even holding the choke plate mostly shut does not seem to help much. It takes quite a bit of cranking before it catches. Once it does it will start and I just have to keep the revs up for a bit. Any suggestions besides adding a Holley choke kit. Once started and warmed a bit it runs just fine. TIA.
