Stock axles are hollow, and are of a soft steel.
Your situation is not uncommon. Adding back material is one method, but I suggest just replacing the axle. Getting a cheap good one from Ron would work. The alternative is an "aftermarket" steel axle (much stronger than stock). The time, effort, and $ invested to complete the task might motivate you to go with the best you can get...but stock ones have lasted a long time. Think before you leap. Once you open the can of worms of "upgrading", you can consider upgraded bearings, tapered roller bearings, including exchanging your upright(s) for one ready-to-go from the various vendors. Some parts are stamped either S (left) or D (right).
