Dave,

Have you tried disconnecting the feed wire to the headlight door relay's coil, and connecting a jumper wire from that terminal directly to another +12v source? If that works (without the delay), then the problem could be in the headlight switch. The red/black wire on the relay should be hot when the ignition switch is on.
