Rusty Frame Rails

After spending the last year collecting various parts for my 73L I have started the restoration. I have found various rust spots on the rear upper frame rails. Taking a hammer and slightly tapping showed that rust had severely attacked the metal, even where visual inspection showed no rust to be present and the factory applied undercoat was still intact,(rusting from the inside). Do you know of any metal formers that make these replacement frame rails or is it possible to bend pipe or square tubbing to replace the frame rails. Thank You
