Rusty Roof

I'm new here but I have been a guest for a couple of years. Great site and good bunch of folks. Here's my first question. I`m looking at a Pantera that has been in storage for 20 years. Owner says little rust, but theres a line of rust bubbles aprox 4 inches from the rear of the roof. Reaching under the roof where the hinge`s are, I pushed my finger through the metal. I know why it`s there, but how much of a nightmare is it. Finding the top of the car rusty scares me to think whats lerking under it.
