Bear in mind the safety wire doesn't hold the bolts tight, it keeps them from backing out, shearing bolt heads, and giving you a multi-$$$ repair bill.
The loctite holds the bolts tight, keeping the gear tight and meaning you don't need the safety wire - that is, if you believe in theory always holding true and nothing ever going wrong.
Therefore the obvious, and correct, answer is to use both :>)))
