Seat belts

I'm trying to replace my seat belts. I have #2148 which I'm told is a very late '71. I'm replacing the seats with redone '74s. I have the lap belts which don't seem to tighten down when buckled and no shoulder belts. Are there any differences in belts between the model years? Any ideas where I can get a replacement set?
