Seized A-Arm Bushing Bolt

I am changing out the A-Arm bushings on my 71 Pantera. I got down to installing the very last bushing (left rear upper back) and the bolt seized on me as I was putting it back in. It is about half way in. I have tried everything I can think of to get in or back out. I am to the point of cutting it off and drilling it out and starting over. Does anybody out there have any ideas on what to do other than cutting it off? If I do have to cut it off what is the best way to do it? I was thinking of using a Dremel tool then drilling it with a right angle drill. Any advice would be much appreciated. Thanks.
