Yes it is supposed to be upright. Mine was very finickety (I actually had to go and make sure that was a real word and not just one of my mind spasm's

) and I had to adjust it up and down with the shift linkages to get the shifting correct.

Qustion is do you have any shifting problems? If not I guess it's okay, I bet if you straighten it you'll be adjusting the shift linkages next.
