shocks + spring replacement

One side of the car is lower and the shock is not leaking. How can you tell when its time to replace the shocks and springs? Anyone have a clue who sells replacement parts that dont cost a million $$.. Whats the deal with such expensive parts? How can I tell if its just the shocks or just the springs. Can they be load tested?
