Spark Plug fouling

Have a misfire. Pulled the plugs and found them carbon fouled. A search indicates these are the typical causes.

Continuous low-speed driving and/or short trips - Possible. Haven't driven the car much and not for an extended time
Spark plug heat range too cold - Running AR25 plugs which are hot.
Air-fuel mixture too rich - Is this a jetting problem?
Reduced compression and oil usage due to worn piston rings/cylinder walls - Doubtful. Good compression.
Over-retarded ignition timing - Running 16 degrees in initial timing.
Ignition system deterioration -New coil. Using Unilite distributor with new module. Plug wires in good condition.
