Doug,

With the cable disconnected from the speedo head, you should be able to turn the speedo (not the cable) by hand. Give it a "spin" by hand and watch (or have someone else watch) for needle movement. If the needle moves, then the head is probably ok. I forget if it is clockwise or ccw.
