I have only seen these on my car. I have always believed they were added by Dennis Quella during a full restoration for a previous owner.
They are super simple to fab at home. Take some poster board and trim to fit, then transfer to the metal of choice. A couple of pop rivets to attach, silicone sealant to close any gaps, and a final coat of rattle-can undercoating.
Be sure to leave a bottom opening to allow drainage if any water somehow gets in.
Look closely and you'll see the two pop rivets on the left side of the guard.
Definitely a to-do for all Panteras.
