I replaced my Hall starter with a Bosch (#SR7548N) starter recommended by Forest Goodhart, and it quickly cranks my stock 351c almost up to idling speed at any temperature. Some re-wiring was necessary (as jotted on the box cover) and perhaps Forest will chime in with a better schematic for it.
