Do you know for sure that your rack has 90-wt gear oil in it? Lots of Pantera racks have leaky OEM boots that allow the lube to drain out. Inside the rack is a bronze bushing at the passenger side, and a spring-loaded v-grooved steel 'shoe' runs against the backside of the steel rack gear on the drivers side. I've seen some racks run dry for a while that were worn triangular, conforming to the shape of the steel shoe. Another rack problem is a bad pinion bearing that will give a 'gritty' feel to the steering. Anyway, it seems you should pull the rack again & check inside.
