Steering Rack Bracket

In the process of restoring/up-grading the cooling tubes, I see a sheet metal bracket without any undercoating on it, reinforcing the steering rack U-brackets. Also the U-brackets don't have any undercoating on them either. It appears that the U-brackets have been disturbed/moved slightly. A shinny brass bushing on only one side is obvious too.
Is this the bump steering modification and does is it seem complete?
