Not sure if it helps, but

Verified that the shaft is all the way up towards the driver

Washer first

The spring goes on the shaft second then the red turn signal canceler with the with the square that fits into the notch of the steering wheel.

when I did to my power steering conversion, I had to cut the spring shorter!
