the engine mod should not be a problem for German TÜV. The Stroker nobody can see nor will it be represented in the Kraftfahrzeugschein. You will get a normal 351 C in the books 270 HP and 5.6 liter speed 245 km/h.
Heads..should be ok as this are (presumaly) high compression heads and you claim they where available in the 197x..(Aussie's I guess those days where avail.).
IMPORTANT is more the body and the RIMS.... and tires (tires is big issue..only AVON but wrong speed index..so here you have to sheet)
There is (nearly) NO approval on 16" or 17" or even 18" unless you have deep connections in TÜV.
ORIGINALITY is the topic to make it an "oldtimer by law" = less tax and insurrance (500€ ins., 250 tax)
I did go just for my nice Corvette C2 conv. through the same procedure with TÜV, the Pantera VIN 4907 will follow in Spring 2017..
