the issue is if you have German residency hence need for a German license plate. If you want "oldtimer" fees apply you need a German audit done which states cars is older than 40 years and more so it is ORIGINAL. With that sheet you get non expensive registration.
Motor as I said is normally not the issue is more Body work and interior, and overall appearence - so no crap rost all over etc...
