The 'L' type bumpers are mounted on three-piece "rams": an outside steel shell, an inner steel shaft and bonded rubber between them. When an inpact occurs, the rubber shears slowly, allowing the ram to collapse with great resistance. Yours worked as planned. Either replace the assembly with a new one, or remove it, somehow extend the two steel pieces, drill a hole & shove a 10-32 bolt & nut thru both steel parts, & reinstall. Under further impacts, the small bolt will shear, retaining the function of the ram. I recommend NOT smacking into other cars, too.... or using another parking lot not reserved for braile- drivers if this happens regularly.
