Sounds like the advance mechanism in the distributor is not working.

There are a couple of reasons that could happen. The advance springs could be stretched out or they could be disconnected.

You need to put a timing light on the car, read it at idle, then bring the rpms slowly up to 5000 and read the advance at every 1,000 rpms.

If you have a stock distributor, you should have full advance at 5,000 rpm which should be around 36 degrees.

The advance readings in between idle, which should be 14-16 degrees, should advance approximately progressively.

Sounds complicated but it is not. It will tell you if the mechanical advance is working or not.

When you do this you should disconnect the vacuum advance hose to the engine and plug it temporarily.
