Re-re-re-reading your answer, my suggestion would be to drive the car with the new oil a few times, heat it up properly, this may get rid of the gum if there's any in the lifter (optimist). If that doesn't help, 16 new lifters? I doubt (but will check) the rocker arms and pushrods can be worn already.
