top dead center questions

I am trying to find top dead center on the #1 cylinder so I can reinstall the distributor.

1. Is "0" on the harmonic Balancer TDC for the #1 cylinder?

2. Does the rotor point at the #1 cylinder on the motor or lined up with the #1 post on the cap?
