1. Yes, half of the time.
You need to have it in compression mode as opposed to decompression. Pull the #1 cylinder spark plug, put finger over spark plug hole, rotate the engine, use a big socket and breaker bar on crank bolt, until you feel pressure against your finger. Your timing mark should now be around the zero mark.
2. At this point whatever cap post the rotor is pointing to will become the #1 wire. This can be any post. Firing order starts there.
