Just a thought, if your sure the wiring is right and the bulbs actually do work manually. The flasher works off of amperage, a lot of time the hazard and turn signal flashers have different amp ratings. Make sure you are using the right one for the circuit. Also, if any other 'accessory' might have been added to the circuit before the flasher?

I'm courious what you find....I will be digging into my light circuits soon.
