It sounds like you have 3 positive engaged positions?. Mine is only 2 position with the flash being a sprung contact you have to hold to be 'on'. There are variants not all cars have a flash function, is your car an early one? With the flash the low beam is usually the center as when you have lights on low beam you can pull the level to still flash high beam. That is the only time high and low are on together.

For those that have switched to the quad headlights you can get a painless wiring conversion that on high beam will leave the lows on too for the true quad look and better lighting.
