Lifters only pump up at high rpm. When the engine is not running, they should slowly bleed off. If it does not, then it could be blocked and in need of cleaning or replacement.
By the way, the best way to adjust hydraulic lifters is to loosen them completely, then as you tighten, spin the pushrod. Once it has resistance to turning, go another 3/4 turn.
