In the block just below the thermostat. The water flow past a sensor in the water pump can cavitate, not giving a true reading. And in the water can away from the engine, not only do you not get a true reading but if the water level drops a qt or two, you'll read 160 degrees- which is the air temperature above the getting-hotter-by-the-minute water. BTW, the block mount is where Ford placed the sender in millions of 351C passenger cars.
