Halls are angled so that they come out in the original exhaust tip location and so that you don't need to relocate the ac condenser.
I am quite sure that they were and are currently still built by Bob at Precision Pro-formance.
I do believe that the size of the collector was picked to tune the rpm range.
I have run different size collectors on my Mustang 351c and have found that the smaller collector makes a lot more torque or in other words the 3 and 3-1/2" collectors are torque killers.
