wheel spacers

I have never noticed this topic ever discussed in depth on the forum. Can anyone tell me who has used this product, what they expected to achieve by using them and whether these expectations were met? I'm sure you guys are waiting in line to fire out the whole spill about 'offsets', but, as you know every tool (spacers), have a purpose.
