wheel touch fender

Hi,
I noticed by driving higher speed and an upcoming ground wave in the lane that the wheel get shortly in contact with the edge of the fender. no good noise and result. the edge has bent little inside.
did anybody have same experiences, do I need to change the shocks, only ?
