Where do I start with these wheels?

I don’t know where to begin with these wheels. Are they: A) Badly corroded; B) Some crazy mod marble option; C) Customized by a sloppy painter; D) All of the above; E) None of the above. Shiny silver mag wheels would be nice...what do I need to do?
