Wilwood Brakes

My Pantera has the Wilwood Superlite II and I can not get this brakes to lock up, they stop the car but I feel that they should feel more powerful. My car has the shuttle valve and I've found that the rear brakes are hooked up to the front side of the master cylinder with the Front Calipers attached to the rear side of the master cylinder. Could this condition result in the feeling I have of lack power? I've bleed the system 4 times and changed the fluid (DOT 3) and still feel that the system is not up to a level of performance that the Wilwoods should be at.
